Launch the 2.70 software; it should automatically recognize the connected K-TAG and begin updating the internal "families" and protocols.
The problem was the FPGA. V2.69 expected a different bitstream handshake. The old FPGA was still running v2.25 logic, and the new application was sending incompatible commands. The MCU was alive, but the USB stack was frozen in a negotiation loop.
